Rincon Island off Mussel Shoals-a 1 acre oil facility currently run by Greka Energy Corp. Greka has a crappy environmental history-spills, slow to clean up spills, trying to not pay fines for spills and other infractions. During a nine-year period, more than 200 Greka spills threatened or
